Full slot indices and the actual partner law

Uniform indices at all positions restrict to uniform indices on an active set. The explicit restriction/complement equivalence proves this sampling fact. The dependent partner average then equals sampling the active set followed by all slot indices, including unused indices outside the active set. Finally, the coordinatewise occurrence/slot draw is related to that same law.
