Expansion of g.f. $(1+x)(3+x)/(1+6x^2+x^4)$

This sequence is defined by the linear recurrence relation $a(n) = -6 a(n-2) - a(n-4)$ for $n \ge 4$, with initial values $a(0)=3$, $a(1)=4$, $a(2)=-17$, $a(3)=-24$.
