Polynomial upper growth supplies arbitrarily large tripling scales

Only an upper polynomial estimate is needed for the Haar averaging step: there are arbitrarily large radii where tripling the radius has bounded volume ratio. No full volume asymptotic or lower polynomial estimate is used.
